This quest can be completed through multiple avenues.

Option 1: In Fort Joy Ghetto, complete The Arena of Fort Joy and speak with Nebora, who agrees to remove the collar.

Option 2: TBD

Note: This quest only removes the main player character's source collar. Other party members must remove their collar through different means.
