This quest is started by talking with the group of three people right inside the Fort Joy Ghetto. Follow her to the cavern in x:501 y:544. Doing so will end the quest and you will obtain a small reward of various items in exchange. During this conversation you learn about Saheila who is tracing her steps near the camp at x:485 y:549. Talking to her will start The Imprisoned Elf quest.
